Downtown Water Line Replacement (E. Gladys/E. Main)

- Replaces about 4,900 linear feet of water main line in downtown Hermiston with ductile iron pipe.
- Line replacement along Gladys Ave. between N.E. 3rd Street and N.E. 7th Street, and along E. Main St. between N.E. 5th Street and N.E. 9th Street, as well as small portions on E. Hurlburt and S.E. 7th Street. (See map)
- Reconstruction will depend on the condition of the pavement and location of water mains. (View the staff report)
- Tees, valves, and old cast iron water line will be replaced.
WHY IT’S NEEDED
Sections of this water distribution system were installed in the 1920s with steel pipe, some of the oldest pipe in the city water system. This project will eliminate failing, deteriorating and undersized lines, reduce repair work, and improve public safety.

Contract awarded to Culbert Construction for $1.86 million. Construction expected to occur July-October 2024.
June 2024
Neighboring properties hand-delivered general project notice.
July 2024
Only July 12, neighboring properties hand-delivered notice of street closure on Gladys from July 16 through Aug. 31. Work begins July 16.
August 2024
Gladys water main portion mostly complete, with surface restoration to follow in September. Begin preparation for Main Street portion to begin in September by notifying residents, businesses, and the public.
September 2024
Contractors complete water line replacement and begin repaving work on Gladys Ave.
October 2024
Work moves to Main Street, which requires closure of the road. Read the East Oregonian article.
November 2024
A 1943 water valve is replaced at the intersection of 7th and E. Gladys Ave.
